It is used to say that you cannot and will not do sth.
也可以理解成：a very informal way of saying that you cannot do sth. that you have been asked to do；
表达“不行，我不行。我不可以。”这样的意思，明显是一种拒绝的说法。
值得注意的是，这种说法非常informal，口语化，通常正式语体里不怎么用。
