Local governments do offer council houses to people in need. These houses are not available to all though. You must qualify to apply for one. There must be unusual circumstances. You should also meet the requirements. Council houses are not viewed kindly though. The majority of people don't want to live in council houses. The general public tend to look down upon these areas.

4.Down payment

Some parents or grandparents will help you pay the down payment. I wouldn't say this is extremely common though. Many parents believe children should work for what they have, it shouldn't be handed to them on a plate. Usually people save for a few years. This will help them pay the deposit. The rest of the money comes in the form of a mortgage. Local governments do have housing schemes for first time buyers.
