Foreign ministers（外交部长） of the Southern African Development Community（南部非洲发展共同体） met in Maputo（莫桑比克共和国） to prepare a report on the region's political crises（政治危机）. It is to be presented to African leaders at their upcoming（即将到来的） summit（峰会） in Ethiopia. SADC's Political and Diplomatic（外交的） Committee（委员会） has been mediating（调停，斡旋） three major crises in the region（地区）. SADC officials said the ministers are pleased the various parties to the unity government in Zimbabwe（津巴布韦） resumed（恢复，继续） negotiations（谈判） on implementing（执行） their power-sharing（权力分享） agreement. They said they believed Zimbabwe was on the right path. The officials said the ministers also believe that progress is being made toward easing（缓解） the conflict（争端） in eastern Democratic Republic of Congo（刚果民主共和国） and that reconciliation（和解） efforts between the government and various rebel（反叛的） groups were on the right track. But the officials said they were less optimistic（乐观的） about the political crisis in Madagascar（马达加斯加岛）. It erupted（爆发） in March after Andry Rajoelina, backed（支持） by the military, seized（夺取） power following the ouster（罢免，革职） of then-President Marc Ravalomanana. SADC and the African Union do not recognize the Rajoelina government and have suspended（暂停） Madagascar from their organizations.
