[12:15.38]Borrowers who do not pay their card debt in full each month

[12:23.65]In a time of economic downturn,
[12:26.45]college students are depending on credit cards more than ever.
[12:31.06]Many seem to use them to live beyond their means
[12:34.79]- to spend more than they have.
[12:37.47]However, a new law makes it harder for banks
[12:41.26]to give credit cards to people under 21.
[12:45.24]To get a credit card, they need a parent or other adult over 21 to accept joint responsibility.
[12:53.66]Or they need to show they can repay their debts independently.
[12:59.07]Also, schools are urged to consider limiting the number of places on campus
[13:05.17]where companies can market credit cards.
[13:08.28]And they are urged to offer credit card and debt education
