[12:17.48]to borrow to put towards public spending.

[12:23.18]the scheme was expended to pull in more funds
[12:26.03]to finance the war effort,
[12:28.09]and savings certificates were introduced.
[12:31.63]In 1969, the Post Office Savings Bank
[12:35.09]became a separate government department.
[12:38.37]Its name was changed to National Savings at the same year.
[12:43.04]The word "investments" was not added to the title until 2002.
[12:49.12]Although its name has changed
[12:51.01]the organisation is still backed by the government.
[12:54.74]This makes it the most secure place for people to keep their savings.
[12:59.44]The bank has two roles:
